I have the honour to transmit herewith copy of a Kote which I

addressed to the Tai Chino Pu on the 6th instant regarding

Yasp eng Koon's claim to British protection in China.

2. As regards the question of arriving at a definite

settlement, or provisional modus vivendi, with the Chimerc

govemment in regard to the protection by His Enjenty's Con-

sule in China of British subjects of Chinese meestyy on the

line of the "ino-mutch arrangement of 1911, as it arDE ATTA

almost certain that under existing conditione in Chine there

would be little or no chance of formal negotiations with the

Chinese Government airing at any sort of agreement or conven-

tion proving muscoseful, I decided that the best sœurse to

follow was to approach the Wai Chiao Pu semi-officially in the
